As a contractor i would welcome such a forum, however as a solution i think that this has a fundamental flaw. The contractors and climbers who are responsible for this type of sub standard work are the least likely to be involved in any education or communication process. I sugest that you try and contact the major culprits and offer a stern warning and even offer sources of information. Being threatened with any kind of action will wake them up. By the time you have sent a few of these out it will, by word of mouth probably make a few waves. hopefully causing an upturn in standards.

having a session on interpeting specs and trees and
the law?
