I am not aware of any Council's that have such a procedure in place, but it
is an interesting discussion point as to the level of delegation/officer
discretion. If you TPO every tree that is brought to your attention by a
worried neighbour or concerned 'local' you may well need additional
resources. Likewise if writing committee reports for objections both for
and against the making of TPO's. It seems a reasonable level of officer
delegation and 'professional' judgement.
If the tree merits a TPO in terms of public amenity, then the discussion
may purely be about 'expediency'. If the decision not to TPO is purely on
amenity grounds, this judgement can normally be rationally de-constructed
in terms of 'amenity value' taking into consideration health/life
expectancy. No doubt you will get those who disagree with your judgement,
but thats not uncommon..........
