Dear Forum
I can find it in black & white (e.g. Blue Book & Mynors) that anyone can
apply to undertake work to a TPOd tree (i.e. you don't have to be the tree
owner). I'm assuming that s 211 notices are the same - but cannot find
anything that actually states this. Is there anything?
