You must notify the Planning authority of the diagnosis and out of courtesy
give them 5 days notice of there removal, take plenty of digital photographs.
Paperwork can be done in retrospect if the Authority requires it, some do and
some don't. If they are that important then the planner will be on site as
soon as.

I have a land owner with several very large spruce trees on his land in
Scotland that are protected under an area TPO. The tress are approx 40m in
height and have fruiting bodies of Heterobasidion annosum at their bases.
Would the land owner be entitled to remove these trees without submitting a
formal application for consent?
