Obligation to employ a Tree Officer?

What ho, Does anybody know where an LAs obligations can be found? I mean is an LA obliged to employ a TO or someone with specialist knowledge? Can I say "most LAs employ a TO" or would it more realistic to say "many LAs employ TOs?" Whaddya think?
