When you say the LRO should provide the info free of charge, do you mean that
they do the 'searching' for you and provide their services and copies of
relevant archive plans/info free if you have provided them with details of
location? If this is the case, where does it say in the legislation that they
'should' do this. 'Should' doesn't mean the same as 'have to', (if they have
to then it could save me and perhaps a lot of other people a lot of time!).

As part of the legislation - thelocal record office and County archaeologist
should provide this information free of charge. They will provide a minimal
amount and you will need to interpret it
