It would be sad if the baby was thrown out with the bath water. Area
TPOs are all right and proper when dealing with a larger development
site where things are still up in the air and not likely to be resolved
within the 6 months of a provisional order citing individuals. All with
the proviso that they are reviewed and individualised when the situation
clarifies. Hopefully "they" will retain the option of area orders for a
fixed term only - say two years??

Huh, I wish....
 
Plenty of LPAs in this neck of the woods think that an Area TPO is still

acceptable, I had one served only last month, and time wasn't a
constraint;  
there were half a dozen individual trees included.
 
Needless to say an objection has gone in with a reference to the Human  
Rights Convention as well.
