The above are reasons for TPOing that I've come across recently, though not  
necessarily written in the paperwork. I've got some sympathy with the last 
one 
 but not for the one that it related to.
 
Incidentally someone mentioned a TPO being for 100% of the people... I know  
what you mean but it wouldn't; I doubt that even the most famous tree in the  
country has been seen by any more than 0.0001% of the "people." Anybody got  
visitor numbers for the Major Oak?
