I sympathise - we had similar concerns voiced after 18th January storms.
A common-sense approach I think, which is all contained in that word
"emergency" isn't it? Safety and public liablity come first, consulting
elected members second. I think of how they would be if an incident
occurred - they'd soon want to know whey we didn't just get the tree
down immediately.
I have though notifed them of follow-up work that was generated by the
storm, where trees made unsafe but in less urgent locations are to be
removed/pruned, so that's sort of meeting them half-way.

Hello Forum
I am interested to know if LA Tree Managers/Officers are expected to
inform local councillors of tree work in response to an emergency
situation. I do not mean planned work, purely work to control an
immediate and unacceptable risk to public safety.
If you do inform councillors in these situations, are you expected to do
this in events as per a few weeks ago during the storm?
I am currently trying to establish a 'no consultation required'
approach for emergency situations as currently managers are asking me to
inform members in all situations. I think that this is reasonable in a
planned work programme on contentious trees but in an emergency
situation I think it is unreasonable on the basis that our time should
be focused on sorting out the hazard and ensuring Officers are doing
everything they can to prevent any incidents or being done for
manslaughter!!
