Get your methodology that you want down-on-paper, retaining it;- sending
a copy to someone at the HSE for their approval - pointing out the logic
& advantages In-not-first-running-it-past these Councillors in any
'Time-is-paramount' real-life situation.
At the same time as sending THAT copy, send the HSE a copy of Your
Management Teams proposals as well - prompting them
to see the Crucial Differences in relation to Increased Risks to the
Health & Safety of the General Public ?

Thanks for the response, its good to know I am not alone on this one.
I have explained all the reasons everyone has mentioned and more to
management and am at the end of my tether. My biggest fear is an
incident that causes an injury or death (as with all of us) and I know
full well that if that happened I cannot count on anyone but myself and
my colleague. I try to run things here in a way that I feel best
protects both Officers (2 of us), the public and the councils interests,
the problem is management are getting involved and preventing me from
running it this way... and wait for it when things go wrong who do the
HSE come to!!
