I think the type of work is probably a better argument than any health
and safety considerations. Grass grows fast in the spring and summer,
less in the winter. You need your mowing crews working hard through the
summer, but there's not a lot for them to do in the winter.
Trees can be pruned all year, but often winter is preferable as it
avoids nesting season. You may get more down time in the winter because
of poor weather, and there's less daylight to work in, but generally I
think it's easier to keep a tree gang busy through the winter than a
mower operator.
