Are the managers doing this as a direct request from Councilors or have they
decided that this is what they think Members want? It's an important
distinction and one that you need to find out. It could be a policy decision
(albeit a none too sensible one).
I think that it is reasonable and sensible to make a list available post
emergency, as we mustn't forget, people do like trees and their interest is
most likely to be concern about tree loss and accountability is important.
However, if you have advised management that this position is untenable, and
this is documented, and they insist you carry on then carry on. After all,
it is your job to advise your bosses and it is your bosses who to decide
what goes on, taking into account a whole range of issues. It doesn't always
mean that sensible decisions are made but this is a fact of life.
Ultimately therefore, if this is documented (and you would be failing your
responsibilities if you didn't pass on your concerns don't forget - after
all that is what they pay you for - professional advice about tree
management) it will be them in front of the beak if your response to a tree
emergency is late because you've been too busy finding out whose ward the
tree is in to send the gang out to deal with said emergency.

I am interested to know if LA Tree Managers/Officers are expected to
inform local councillors of tree work in response to an emergency
situation. I do not mean planned work, purely work to control an
immediate and unacceptable risk to public safety.
If you do inform councillors in these situations, are you expected to do
this in events as per a few weeks ago during the storm?
I am currently trying to establish a 'no consultation required' approach
for emergency situations as currently managers are asking me to inform
members in all situations. I think that this is reasonable in a planned
work programme on contentious trees but in an emergency situation I
think it is unreasonable on the basis that our time should be focused on
sorting out the hazard and ensuring Officers are doing everything they
can to prevent any incidents or being done for manslaughter!!
