Alan,
I'd listen to the tree owner with an appropriate level of professional
interest and concern. Invite him to quantify and submit any claim he
feels he may have against the authority. Pass that claim if one is
forthcoming to your insurers. Let them bicker about it until the cows
come home - while you get on with the rest of your life...
