I use a Cobra 1000HS for height and range £300 to £350 , for dbh the only  
one I know that is accurate enough is a Criterion RD1000  relascope from 
PosRes 
and fujikura at C£1200, mainly a timber tool for  standing hardwoods where 
top 
and bottom girths are needed for accurate cubage.  seemed a tad expensive 
compared to £10 for a tape

Why would you need sub 30cm accuracy seems very OTT to me, we are not  
surveyors at the end of the day and you can't stand in the middle of a stem 
to  plot 
it that accurate plus canopy problems, etc. There are quite a few stand  
alone devices for camera gps now from about £30
