I did the same exercise, as Bill, last year and the process seemed OK, as
described below. I tied to sort out sending a scanned sketch, but that seemed
to too complicated for me to expect that from average Jo. All they have to do
is fax or send a separate plan.
Here at Mole Valley we are going to start using the Tree 1App in the next few
weeks along with the planning 1App. This is a little early to get the bugs
out of the system. Everyone is aware that we cannot legally require Tree 1App
until the TPO legislation changes in 2009, but people have the option. We
will still require a sketch plan as always. All the questions are much the
same as our own previous Tree App, it's just the last few points on the last
page ... the check list, that we cannot insist on. The first four checks are
the same as any current form. Apparently we can't modify the 1App too much
because of copyright. What we will have to do is publish a short guide on
what we can and cannot require and what would be useful if available.

From a quick scout round the Planning Portal Andy it seems reasonable to me,
and just to test it I've submitted an application to prune the Mulberry in

Pondering on, I can't see that most Joe and Joannas won't just print out the
forms and submit them by post, and I can't see that the form is now a
compulsory one, so I don't s'pose it will be until the Blue Book is reviewed.
However, I don't dislike the new form and I can't see that it so far makes
any more demands on Joe and Joanna so in all no real objection. Admittedly I
dunno what it's like from your side.
So far I'm not gonna get vexed about it.
