I think everyone's just waiting to see how it evolves and that most TOs are
gonna use great discretion ... carry on as before. Remember that none of this
applies until the TPO legislation can be changed in 2009.

There has been very little or muted criticism of 1app so, in an attempt
to provoke the debate:
It seems very long. And in triplicate ("how many trees were cut down for
this Council man!"). Some questions are unnecessary. Is a plan always
necessary? There are cost implications to the applicant in terms of
professional reports from arborists or engineers. Who is qualified to
provide the requisite arboricultural report anyway? Might it make TPOs
onerous and thus more unpopular with tree owners?
