I am looking for information about safe working conditions in strong
winds. 
In particular, policies or guidelines that specify a wind speed above
which all work must be stopped for safety reasons. The information might
apply to tower cranes, work in forests, skyscraper construction, or
closing down roads, exposed bridges, parks etc.
