Hi Julian,
  I have recommended that some of my clients with grounds open to the public 
should close them when the wind approaches 'Near Gale' using the Beaufort 
Scale (32-38 miles per hour).  Once they have their anemometer in place they 
should note when trees are damaged and, if necessary, alter the wind speed 
that triggers them to close their sites.  At one site it was found that twigs 
and branches were breaking from trees at 31 miles per hour.  I have attached 
a copy of the Beaufort Scale adapted for use on land.
