In theory, any unauthorised works, i.e. outside the specification
granted permission, should be enforceable by way of prosecution.
However, although it may be fairly easy to prove in court (with witness
etc etc etc) that unauthorised felling has occurred by way of the stump
(if not grubbed out and reinstated some time ago) being present, it may
not be so easy to prove that further works than those permitted have
been carried out unless a pre - tree surgery photo was taken by the TO.
I am not aware of any prosecutions to that effect with us.

Well cheers but that isn't enlightening!  What I am asking is, can we
really impose conditions of the nature and extent of pruning? Has anyone
ever tested this?
