I would like to clarify, if possible, whether or not a row of 4, 10m tall, 
planted at 2m spacings, Leyland cypress trees on the boundary of a garden 
having had a history of occasional hedgerow maintenance (trimming to lower 
parts on one side) and no reduction in height since planting could be 
protected by a TPO/TPO's and therefore substantial works to them require S211 
notice in a Conservation Area.
   
  Sec of State's (Blue Book 2.3) view is that TPO's may be made to Trees in 
hedges or an old Hedge which has become a line of trees. 
   
  Any thoughts
