well ask them to rush it through, they can take delegated powers and if all  
they've got to do is accept it as a hedge? Why should that take 6 weeks?
 
Mind you, while the Swallows aren't actually back yet, I think there's an  
Owl already nested at our yard... The offence is to be 'reckless' you know, 
if  
you check and find no nests then you've not been reckless, just cos its 
February  you still ought to check.
