Isn't the definition of factoid something that is plausible but wrong?
The parking space one assumes that there's unrestricted parking in the
street to start with. The length of possible parking space lost must
depend on the length of the average frontage compared with the width of
the average drive entrance. In some Victorian streets the house fronts
aren't much longer than a typical car, if you get more than one per
household you run out of space.

Most people aren't going to be altruistic enough not to have private
parking spaces if they get the chance. Flood prevention is someone
else's job. Councils don't help by using parking as a revenue raiser,
why be surprised if people avoid paying if they can. Plus if you've got
a space in your front garden [or what was the front garden], then its
your space, so you know it'll be there when you come home. You don't
need to find a space, which might be in the next street, you don't need
to pay for a resident permit or worry about moving the car off the
yellow line in the morning before the wardens are about. Your insurance
is cheaper and [big plus for the Mail readers] your house is worth
more. One London council did a study showing that streets with green
front gardens were more desirable, which is pretty obvious, but that's
other people's gardens. For propective buyers the most desirable houses
in those streets are the ones where the garden has been paved over.
