Something's clearly been missed Bill, in the industry, cynical as I am now
becoming.

I think most readers of this forum have a reasonable idea on how the BS was
supposed to work. Which I think, correct me if I'm wrong was to allow
consultants to speak with their clients on design, liaise with LPA,
ensuring that important trees were retained and could be sustainable with
the new, and allow swifter resolution of planning decisions. That simply has
not happened and I can say this with a certain degree of confidence given
that I have seen hundreds of tree surveys, TCP, AIS, AIA, whatever, coupled
to development proposals. 

So what the LPA gets is a very slightly bulkier tree survey which informs on
little more than the "tree survey", but is now nearly always inaccurate
because it shows erroneously plotted RPAs (and as has already been
indicated, what's the point of consultants providing the LPA with RPAs?).
The standard circles around trees shown in an attempt to comply with the BS
are just plain laziness. But LPAs are likely to have greater ammunition to
refuse applications based on inaccurate information but where has/will that
get us? 

.I have had a think and actually I have had two tree reports which helped me
make a decision.but forgive me if my expectations on the current BS were too
high but what we have is a generally complicit private tree sector which has
not adopted the latest BS so what chances are there that the next will be? 

Anyway the other side of the coin from you guys is that TOs are just as
rubbish.

I dunno if you're blaming the right people here. I write reports for the  
client who will presumably pass it to the Architect/designer. Unless it's
the  
Architect who's commissioned it of course. I'm not sure whether the LA
actually 
have the 'right' to see the designer's tools, (ie the  TCP) especially since

so many LAs regard the Arbs report to simply be  another hoop that they can 
force the applicant to jump through for no real  reason other than box
ticking.
 
I've never quite decided whether the TCP ought to bother showing RPAs for C

grade trees anyway, (although the site layout usually shows removed trees). 
And  anyway the RPA ultimately depends on the layout; all a TCP can show a 
designer  is ideal RPAs so they might just as well be round.
 
If you've got a dispute about the Arbs appraisal then you've got to get out

on site and prepare your case, if it's blatantly inaccurate you can simply  
reject the application, can't you? I seem to get some Planners who are  
determined to never visit a site and just try to work it all out from
drawings  and 
words.
 
If you've seen hundreds Simon you need some assistance, leastways it seems  
to take so long for a planning appy to get decided my local planners must
take  
weeks studying them!
