I must disagree with you here.  The RPA starts as an indicative circle and
then becomes modified because of factors that exist on the un-developed site
e.g. existing buildings, highways etc.  Those modifications are based on the
existing site and the Arb's best assessment of where the RPA should be.  But
when the RPA is set on the TCP, it stays where it is.  It cannot be modified
to accommodate a proposed layout.  If the layout encroaches the RPA, the
layout must accommodate the RPA, not the other way around.
