I am with Bill on this one, you go onto a green field site and they ask you  
for the RPA of all the trees and you have no idea what they plan, (it 
happens) 
 so circles get drawn if no canals roads, etc.
 
Next they come back and say, can you squeeze me a metre here and there and  
you look and make an assessment, if you can you do based on your experience 
and 
 knowledge, etc. if its a non starter you tell them that also. My view is 
that  the circle is a starting point, as they say rules are for the obeyance 
of 
etc.  Unless you have stuff on the ground already I don't see how you can 
come 
up with  polygons as a starting point
