Only to add that it was never the intention of BS5837:2005 that the TCP
should be submitted as part of the planning application. It was a way of
providing the arb. who hopefully is part of the design process with a
series of tools to better influence the design process and through them
to make trees a key part of the design process, if possible. A grand
idea but we have to start somewhere. Before BS 5837 205 we never asked
to see sketch/draft plans of how the design process evolved...I accept
that there are times when the LA might want to check the detail but not
routinely??

Anyway, all the LA arbs. out there will shortly be able to deal with
quality arb. submissions for planning applications from day one thanks
to the new Validation procedures, and those of you advising developers
will know what each authority wants in order to validate a planning
application from each authority won't you? April 6th 2008 should be the
start of a big opportunity for arboriculture.
