quality arb. submissions for planning applications from day one thanks
to the new Validation procedures, and those of you advising developers
will know what each authority wants in order to validate a planning
application from each authority won't you? April 6th 2008 should be the
start of a big opportunity for arboriculture.

Morning Richard,
In the past I provided a detailed TCP to the client in the form of a bound
report. I've stopped doing this as I got fed up with this report being
submitted to the LPA with the application before I had been supplied with a
layout or drawn up an AIA.
What made this matter worse was the number of LPA who would accept this
report as a supporting document even though it clearly stated on the cover
that it was a TCP and it contained no reference to any proposed layout.
My TCP's now consist of the plan, schedule and an explanatory letter, all
separate so they are clearly not a bound report. This then cajoles the
client into coming back to me with proposed layouts and a process of
constructive engagement can start.
In my AIA, I do include the TCP plan and the survey schedule as Appendices.
I don't see how I could omit them. These elements provide the detail behind
my starting position and justifies my decisions and assessments made later
in the process. If I didn't include these elements, surely the TO would
need to go on site and survey and assess all the trees and draw up their own
TCP to see if the proposed layout was workable?
I welcome the new validation procedures. I just hope the
registration/validation officers bother to read them! In my experience, if
they see a piece of paper with tree written on it they will log it as the
required report and the box will be ticked.
