The actual shape of the CEZ could be fluid until it is set through the
design process and not necesarily set in stone before hand, we should of
course be
engaged in design process.
Therein lies the crux of the matter; are we consulted at the design stage? I
suspect mostly we're not; not until it's been submitted, rejected, and the
argument has commenced.
This has been an interesting thread for revealing a range of interpretations
of BS5837. Some seem to believe it should be more concrete, I think the
flexibility is a strength, more trees will be lost through rigid application
of
an RPA; If the RPA won't move the tree will have to go.
The trouble is getting our input to be sought more extensively, which seems
to be a fairly simple summary of the industry's problem of recognition of our
expertise. How do we push it forward? jumping up and down and shouting or
quiet diplomacy? And the problem lies at both ends: The consulting guys are
frequently ignored by the developers and the Tree Officers are ignored by
the
Planners.
Ho hum.
Bill.
