In this council commuted sums paid by developers for the maintenance of
open space land adopted through 106 agreements is banked and the
interest allocated to the environmental services contract which includes
grounds maintenance. Although the money is allocated to the
environmental services contract it may not reach the trees, grass and
other habitats for which it was nominally collected. What is the
experience of others?
