I strongly suspect that if you had a PhD timescale and used
archaeological/dissection techniques you would find that the roots
extended well beyond both the road and the stream. I've seen plenty of
instances where roots follow the profile of obstructions (stream/road)
down and then come up again the other side. In the case of poplar I've
even seen them come up again the other side of a house! Sorry I haven't
answered your CEZ question.

Seeing as it's a bit quiet here, here's a little poser to help get the
minds in gear after the chocolatefest.
A Lombardy growing at the foot of a two-metre high retaining wall with a
(small) tarmac-surfaced road on one side and a stream on the other, both
within a couple of metres.
Let's say it has an RPA of 360 sq. metres (roughly 90cm diam & nominal
RP radius of 10.8m) Where are the roots?? Where would you draw the CEZ?
Me, I'm happy that required re-surfacing of that part of the development
area won't harm the tree significantly - but I'd be interested to hear
how you TOs, your scale rules at the ready, would react if this plan
fell onto your desks?
(maybe it will!)
