1App and tree work applications

Am I right in thinking that the results of the consultation exercise
which closed in February have yet to be released?

We are starting to see more and more applications submitted via the
planning portal. And frankly, they're rubbish. DC have also decided to
include a PDF printable version of what is currently on the planning
portal on our website. People are using it, and the quality of the
applications we get as a result is rubbish. We are having to reject far
more than we ever did with our own form.

It seems to me looking at this form that it is not the form that was
consulted on. It is worse. In particular, it includes nowhere to draw a
plan. Sure, it says you have supply three copies of a plan in the check
list. But no one is reading the check list. So we aren't getting plans.
At least with a nice big empty space in which to draw a plan it was
difficult to miss the fact that this was needed. And the box to describe
works is too small. The guidance notes are distributed separately so
no-one reads them (our own form includes the notes in the same file so
you can't avoid downloading them when grabbing the form).

So what is the basis for this rather poor form? It is not the one
consulted on. As far as I know, the results of the consultation have not
been published, so it can't be something that came out of that. Indeed,
a date at the bottom seems to suggest that it dates from last August. Is
it some early dreadful draft that the planning portal forgot to change?
How do we go about getting it changed? Having to reject so many
applications is far from good customer service.
