Hi Nick,
Check the underside of the leaves for insects.

Subject: Wilting hawthorn

A nature reserve where I live and the hedges behind my home have a large
number of hawthorns with wilting leaves although this is sporadic
through the each tree. I suspect that this is leaf blight of hawthorn
although could be fireblight. I will try to put some pictures on
tomorrow. Does anyone else have any suggestions to probable cause &
solutions?
