I believe that the point that should be being pushed here is not so much the
level of survey but what one does with the results.

People have always been sacrificed for the common good - it goes on today -
over 3000 people a year give their lives so that we can buy cars that go
over 100 miles an hour, more thousands of people die so that we can smoke if
we want to, drink alcohol if we want to. The point is, if the deaths of 3000
people a year are so acceptable that we do not feel the need to put 30 mph
governors on all cars - how many tree deaths a year are acceptable to avoid
destroying our urban and countryside road tree cover? Surely a properly
reasoned and coherent standard would start from the position 'x' number of
people are killed or injured by falling trees each year - This is
acceptable/unacceptable - therefore we need to do 'y'. If the number of
deaths per year is as low as 6 - maybe the standard should be guiding us to
be less cautious. When you look at the cost in human life of the freedom to
smoke, drink and speed, how many deaths per year is our tree cover worth?

trees fall every year or so in high winds and heavy rain combinations
(soil not so good or deep). He wants them all felled so that he can
drive safely down the tree lined road once a day with his family.

Even a small tree or branch can dismount a motorcyclist with the
potential for serious injury. So how would this woodland be managed if
draft 8516 were the accepted standard?
