Maybe we're getting too precious about our hard won knowledge. However
imperfect the basic formula is it acts like a planning policy - its
there for everyone to see and everyone to work to. If you move too far
into the realm of specialist interpretation (and 'common sense') its
like the old days of no planning policies and everything judged on its
own merit, with all the pitfalls that that entailed.
