 Part of the
problem though is the news story was based on the proposed BS which is BS,
and no one was prepared to say the obvious, that having every tree inspected
within 5 years by an expert is a ridiculous, gross, an unreasonable level of
expenditure.
To be scrupulously fair, the draft does say that "Departure from this
recommendation (i.e. 5 years) may be justified where there is
identifiably infrequent access, recorded as such at a strategic level".
So you only need someone to visit low-use sites every now and again, in
order to confirm them as low-use and then record that fact "at a
strategic level" (whatever that means).
Still, that's a lot of private gardens to be strategically recorded.
And then there are all those urban backwaters to visit.
And every C-class road in country.
farm lanes, forest tracks, moorland paths....

Hmmm...
