I'm sure Nick will be able to tell us that the AA represents 2000  plus
members and that that's a larger number than any other UK organisation,
probably
than all the others put together?

So lets say there are some 5000 members of Arb orgs in the UK. At nearly
17,000 ha with an average tree density of 58.4/ha (trees in towns II),
London has some 10 million trees. Virtually all of London's trees will have
a target. The LANTRA Professional Tree Inspection course allows 30 mins per
tree (IIRC) for an expert visual inspection with site notes. By my
reckoning, every member of those Arb Organisations, working in London, doing
nothing but expert safety inspections, would cover a little over half
London's trees in 5 years. And talk about monotonous. And then there's the
Admin support.

So, to provide the necessary resource, the qualifications AND experience
demanded by 8516 would need to be very flexible. Perhaps an eye test should
suffice..

Perhaps the starting point for any guidance is to assess what can be
achieved with the available resource. It would be a bit unreasonable to tell
tree owners that reasonable care is something they cannot possibly achieve.
But my maths could well be wrong.
