Has  anybody come ocross a scheme or technology that gives light but is  less
environmentally invasive but meets the safety demands of a public  site.

NO.
Or to expand on that, how does a bit of light make a place safer?. Answer, it 
doesn't. The mugger can now see you and he or she can see to get there first.

Even if you use a jar full of glow-worms.
