Hi Paul,
Thanks for the link to the Home Office note about lighting and the
perception of crime. It appears to support Dave's (and my own) view that
the perception of crime and the instance of crime, are different
animals. There's a discussion of similar in the uktc archive under
'Light in our darkness' or somesuch. 

I quote from your linked page: "Key points
The report suggests, on the basis of the available research evidence,
that lighting improvements are in general more likely to have a positive
impact on the public's fear of crime than on the incidence of crime
itself."

Whether the public become more vulnerable in well lit areas because they
are less cautious than they would be in poorly lit areas or whether as
targets (for violent crime) they are more obvious for predators to
track, is not clear, however it is entirely possible that at least part
of the policy to tackle the fear of crime could actually be contributing
to an increase in crime itself.

In my view this is an area where Authorities should not be policy
directed by public hysteria unfortunately nowadays it seems the
political driver is always to appear the 'good guy' while the  delivery
of anything meaningful is a secondary issue.
