I promised myself that I wouldn't get into this one but........
I have huge sympathy with TEP for trying to promote an industry lead
non-defensive approach to tree risk assessment and some empathy with JFL
for looking for common understandings - until you really think about how
the system works, rather than how you would like it to work. The time
honoured words: "follow the money" come to mind. We will forever be
driven by, rather than led by, the judgements of courts as they
arbitrate the claims and counter claims of people motivated by grief,
anger, greed or outrage that the world has dealt with them without
remorse. That's the way it is and I doubt any BS or other pronouncement
will make much difference.

Not in my opinion. But something else that outlines the merits and
limitations of the drive-by, the walk-over, the stand and
scratch-yer-head, the prod and the poke, the climb, the resistograph,
the radar, the picus, the mallet, the drill, etc. by layman and
professional, might be useful to tree owners. What could these
investigative techniques reasonably be expected to reveal, and what
would they miss?
