It is my view that landowners would benefit from some form of guidance in
terms of tree risk management.

Trees after all are an asset that require overlapping management input and
risk management is clearly one of them.

Highway Engineers have a code of practice for structures, paid for by
Government - it cost about £380,000 and it seems sensible that tree owners
adopt something similar. Of course, the money is unlikely to be forthcoming
because Government is confused about tree management.

The England Tree, Woodland and Forest strategy, for example fails to
recognise the depth of the problem and Trees in Town 2 promotes STORMs (why
not QTRA is beyond me) and fails to recognise risk management in its ten
targets (although these targets have hardly been promoted by CLG further
convincing me that their validity is questionable).

I do hope that this debate about tree inspection does not derail a sensible
discussion about risk management even though it's not on the policy makers
radar.

Tree Commission anyone?
