No they won't, but that isn't the issue.

I've got a bit lost with the point that you're trying to make about tree
inspections and tree risk in this thread and wondered whether we could start
with the fundamentals of what you're saying.  So here's a few questions.

Should an arboriculturist be looking at both sides and inspecting all trees
in the country?

I presume your answer is no.  Okay, if not, which trees and how many trees
(say to the nearest million or so) do you reckon we should be looking at
both sides of?

How often should we be doing this?

What do you estimate the annual cost is of all these double sided
inspections?

Do you think this cost is proportional or reasonable, in relation to the
level of risk posed by trees?
