Experienced but unqualified - but also resident - perhaps you could be a
Judge if you had spent the last 30 years sitting in a court room. I think
that the raising of the status of long term experienced Estate Workers who
are very familiar with their own site in undertaking tree condition surveys
could help landowners faced with high survey costs that they cannot afford.
It does read to me as if Albert Atkins was one of those people who Judges
and Magistrates just seem to take a dislike to and that the Judge once
fagged for Sir James Scott. I think the no written record bit was weak and
they were lucky to get away with it and I wonder if the Inland Revenue are
now investigating these 'self employed' permanent Estate Workers.

Solicitor was interfering with his proof and I note that the Judge while

quite critical of him was fairly quiet on the criticising of the Solicitor;

when he can criticise an obviously intimidated Arb....
Then Judge Hughes also states the unrecorded casual inspection is OK and
that level 1 & 2 inspections are overkill as well. Also that experienced but
unqualified is OK; wonder if they'd let me become a Judge?
This is an interesting case but I'm not sure that it moves the debate about
reasonableness of inspection regimes any further forward.
