In North America, foresters worked very hard to create an aura or mystique 
about themselves.  Forestry is one of the six or so classical, true 
professions alongside medicine, law, architecture, engineering and divinity.  
I have encountered foresters who have no conception that both arboriculture 
and urban forestry are quite different areas of competence.  Must just be a 
watered down version of forestry they seem to think. Woe betide them, as Jon 
notes. 

And their poor performance - out of lack of preparation - doe not speak well 
for the majority who are professional and responsible with regard to 
competence.

The ICF works on the basis of self assessment to competence (confirmed by a
third party in the first instance) and a commitment of individuals to only
work in areas they are competent to work. How you can accept promotion
unless you know exactly what you are letting yourself in for appears to be
difficult in such circumstances! 
 
Becoming a Chartered Arboriculturist or a Chartered Forester does not
require an exam (unless you haven't got the necessary minimum qualifications
I believe), but woe betide anyone that gets caught practising in areas of
arboriculture (or forestry for that matter) without being able to show they
have the necessary competencies, whether it be thru qualifications or
experience or probably a mixture of the two.
