I'm tempted to cut & paste this paragraph to the consultation page for 
BS8516, esp the last 2 lines:

"I did not find such a rigid system of classification to be of assistance. It 
has no basis in official advice or widespread practice & there is a risk it 
will become prescriptive simply by repeated use by experts in first instance 
cases."
