I think if you're going to use phrases like 'foreseeable' or
'predictable' you need to define what you mean by them. I don't have a
crystal ball, and I always strain my tea so there are no leaves to read.
We can't predict or foresee much at all. Do not fall into the trap of
thinking that when you go out and look at trees you are attempting to
predict things. You are assessing risk. And if something has a low risk,
it does not mean that it won't happen anyway.
