I think if you're going to use phrases like 'foreseeable' or 'predictable' you
need to define what you mean by them. I don't have a crystal ball, and I 
always
strain my tea so there are no leaves to read. We can't predict or foresee much
at all. Do not fall into the trap of thinking that when you go out and look at
trees you are attempting to predict things. You are assessing risk. And if
something has a low risk, it does not mean that it won't happen anyway.

Well, dictionary definitions are:

Foreseeable: an event or situation is one that can be known about or guessed
before it happens.

Predictable: an event or action will happen in the future, especially as a
result of knowledge or experience. Something which is predictable happens in a
way or at a time which you know about before it happens.

Accident: something which happens unexpectedly and unintentionally, and which
often damages something or injures someone.
