'I think if you're going to use phrases like 'foreseeable' or 'predictable' 
you need to define what you mean by them. I don't have a crystal ball, and I 
always strain my tea so there are no leaves to read. We can't predict or 
foresee much at all. Do not fall into the trap of thinking that when you go 
out and look at trees you are attempting to predict things. You are assessing 
risk. And if something has a low risk, it does not mean that it won't happen 
anyway.'The point I was trying to make was not one of foreseeability or 
predictability in relation to risk assessment, but rather one in relation to 
the prevention of accidents with regards to tree management. Prevention of 
accidents, in my opinion, is somewhat of an oxymoron. How can you prevent 
something from occuring which happens unexpectedly and unintentionally? 
Installing measures to prevent such things from occuring changes the 
'relevant environment' somewhat and who is to say that those changes do not 
cause or contibute to the accident in the first instance? Cheers
