It was cold and windy, but not frosty when my Victoria plum was flowering 
earlier this year. The side of the crown that is not sheltered had no fruit 
on at all, whilst the sheltered side only had a few. Normally it is a 
prolific fruiter. I also noticed that there were hardly any insects about 
then. Your lack of fruit is probably down to the weather we endured last 
spring.
