Who says they do? I've never even seen a software package linked to GIS  
outside of a salesman's demonstration. I occasionally see people knocking 
about  
with what I assume to be some sort of positioning device but I don't recall 
ever  seeing anyone using one for tree-specific purposes.
 
Perhaps I'm in bit of a time warp, but I'm not aware of Sheffield Council  
using any such thing, or even a software package come to that..... Perhaps 
Nick  
or Ish can put me right?
 
As for tags, I've got a box full of Latshbascher ones but I try not to use  
them, they do pop off and I have seen strips of necrotic bark that seem to  
result from the tag.
