In short there is more than one package for tree surveys that have very
accurate gps for plotting trees. I use Pear Technology and find it very
accurate.

One advantage of tagging is that tree work contractors have no excuse for
identifying the wrong tree and finding it.

Who says they do? I've never even seen a software package linked to GIS  
outside of a salesman's demonstration. I occasionally see people knocking
about  
with what I assume to be some sort of positioning device but I don't recall 
ever  seeing anyone using one for tree-specific purposes.
 
Perhaps I'm in bit of a time warp, but I'm not aware of Sheffield Council  
using any such thing, or even a software package come to that..... Perhaps
Nick  
or Ish can put me right?
 
As for tags, I've got a box full of Latshbascher ones but I try not to use  
them, they do pop off and I have seen strips of necrotic bark that seem to  
result from the tag.
